Proposal for Rooftop Wireless Communication at 14 East Brookline

MetroPCS would like to install rooftop wireless communication facilities at 14 East Brookline Street (BHA Cathedral Building). MetroPCS has filed for zoning relief to install panel antennas on the rooftop of the BHA’s Cathedral building at 14 East Brookline Street with associated exterior equipment to provide coverage for its PCS wireless communications network to serve future residential and business customers in this area.

AN ORDINANCE REGARDING

CERTAIN SOUND SIGNAL
DEVICES

WHEREAS, Warm
weather brings out many of the City of Boston's advantages, but longer daylight
hours also create more opportunity for noise pollution in the City. Food vendors,
such as ice cream trucks, play their signature music in quiet residential areas
late at night for long periods of time, disturbing residents' sleep as well as
the tranquility of our neighborhoods; and,

WHEREAS, Under
the authority granted by M.G.L. chapter 40, section 21(22), the City has
implemented several noise ordinances in an attempt to limit harmful noise
pollution. Unfortunately, existing regulations are incapable of addressing the
problem particular to loud traveling sound devices that emanate from motor
vehicle food vendors; and,

WHEREAS, Several
other cities struggle with this unique noise pollution issue and have successfully
regulated food vendor noise. For example New York City law allows vendors to
play music while in motion, but not while stopped; NOW, THEREFORE

Be it ordained by the
City Council of Boston, as follows:

Section 1.

CBC Chapter XVI, Section 16-26.7
is hereby amended by deleting the following title "Prohibition Against Loud
Amplification Devices in Motor Vehicles and inserting in its place the
following title:-

"Prohibition Against Certain
Sound Devices in Motor Vehicles.

Section 2.

CBC Chapter XVI, Section 16-26.7 is hereby amended by adding
the following paragraph:-

"No person
shall operate or use on any public right-of-way any electronically operated or
electronic sound signal device attached to, on or in a motor vehicle from which
food or any other items are sold or offered for sale when the vehicle is
stopped, standing, or parked. This subsection shall not apply to sound signal
devices used as a safety device, such as but not limited to a car horn or
back-up signal that is actually used for its intended purpose. For the purposes
of this subdivision the term "stopped" means the halting of a vehicle, whether
occupied or not, except when necessary to avoid conflict with other traffic or
in compliance with a police officer or other authorized enforcement officer or
a traffic control sign or signal. For purposes of this subdivision, the terms
standing and "parked" shall be as defined in the City of Boston Traffic Rules
and Regulations.

Section 3.

Upon passage of the provisions of
this ordinance, the Commissioner of Inspectional Services Department shall send
a copy of this ordinance to all licensed vendors affected by this ordinance.

Section 4.

The provisions of this section shall be effective immediately upon
passage.

Youth Workers Alliance Seeks Volunteers!

The YWA is looking for a volunteer to assist us with designing a new website.

We are a small non-profit coalition in the South End/Lower Roxbury, working with the staff of youth programs, in order to create a more well-coordinated and supportive community for all youth. We work with all the youth agencies in the community, as well as many others across the city. And our alliance is a model for others throughout the city.

Our current website contains only the most basic info & images. We're hoping to create something that visually shows our connection to our beautiful neighborhood and to young people. We need someone to create the visual design, and someone to do the CCS coding. And our fantasy is to do this over February & March.

West Nile Virus Found in Mosquitoes in Riverway Area of Boston

Although summer over, residents reminded precautions still needed.

BOSTON -- The Boston Public Health Commission announced today that another pool of mosquitoes in Boston was found to be infected with the West Nile Virus. The mosquitoes were collected from a trap in the Riverway section of Boston on September 7, and sent to the State Laboratory Institute for testing. This is the second pool of mosquitoes to be identified in the city this year. In late August, a pool of West Nile Virus infected mosquitoes was found in the West Roxbury section of the city.

There have been no human cases of West Nile Virus identified in Boston residents this year. Most people bitten by infected mosquitoes experience no illness or mild illness but some people can develop more serious disease.

The risk of becoming infected with West Nile Virus is low, however because mosquitoes can remain active in the environment until the first hard frost of the season (and sometimes longer), health officials are reminding residents to take common sense steps to avoid being bitten.

Residents can follow simple precautions to reduce the chance of being bitten by an infected mosquito. Those steps include:

·         Use mosquito repellent that contains DEET or other EPA approved repellent. As with all pesticides, carefully follow the directions on the container. Use concentrations lower than 10% DEET on children. Do not use DEET on infants.

·         Limit outdoor activities when mosquitoes are most active (between dusk and dawn). If outside during that time, wear clothing that covers most of your body.

·         Make sure window and door screens are in good repair. This will help prevent mosquitoes from getting into your home.

Mayor Menino Declares Heat Emergency with Temperatures Expected to Reach 100 Degrees

With temperatures expected to reach 100 degrees this week, Mayor Thomas M. Menino today declared a heat emergency in the city and will expand services during this dangerous stretch of hot weather.
“The heat that we are expecting in our city this week presents a dangerous situation to many of our residents,” Mayor Menino said. “We are preparing by adding additional resources to help assist residents keep cool and healthy. I am appealing to everyone in our city to check on your neighbors, especially those who are elderly or infirmed.”

Starting today and going through Thursday, the city will extend pool hours until 9:00 p.m. and will open cooling centers. A list of locations can be found below. The city will also be making automated phone calls to all households asking residents to check on neighbors and alerting residents to city services.

Elderly residents are particularly vulnerable to heat-related illnesses and injuries, but everyone should remember to limit their activities during very hot weather, drink plenty of fluids, and avoid beverages that contain caffeine or alcohol. Additional measures to beat the heat include avoiding cooking, taking cool showers or baths, and wearing loose, light-colored clothing.

The city’s Commission on the Affairs of the Elderly has put out alerts and will distribute information to the elderly about the upcoming heat wave. Elderly residents are advised to call the Elderly Commission at 617-635-4366 or the Mayor’s 24 - Hour hotline at 617-635-4500 if they experience problems and to drink plenty of water and avoid outside activity. The city is also reaching out to all elderly homebound clients and congregate housing sites to make sure they have what they need. The Mayor’s Senior Shuttle will be on call all to accommodate any requests for rides to cooling centers.

Residents are reminded that fire hydrants should not be tampered with or opened; doing so may hinder fire prevention capabilities. Residents who see open hydrants should immediately report the situation to the Mayor’s 24 Hour Hotline at (617) 635-4500. Open hydrants reduce water pressure and put both neighborhoods and firefighters at risk in the event of a fire.

The City has been in touch with NStar on any possible power outages due to expected record-breaking demand for electricity and is asking all residents to conserve energy over the next few days.

All residents should limit their exertion outdoors and should be mindful of warning signs for heat illness, which include: dizziness, weakness, fainting and vomiting, stomach cramps or cramping of the legs or arms, and confusion and agitation. If anyone experiences any of the symptoms listed above, they should first stop what they are doing and, if possible, move themselves to a cooler area. If symptoms persist, call 9-1-1 immediately. Family, friends and neighbors are also urged to check in frequently with elderly residents who may need assistance during the hot weather.

CityLab Academy Recruiting Opportunities

CityLab Academy is currently recruiting Boston residents for the Fall 2006 class. CityLab Academy is a free, nine-month Boston University Medical Center (BUMC) academic and job skills training program for those that are interested in pursuing a successful career in biotechnology. In 2004, BUMC embarked on a major expansion of its commitment to CityLab Academy by funding a $1 million job training initiative to provide biomedical research and biotechnology job training targeted exclusively at Boston residents.

Students who successfully complete the program often find employment in an academic laboratory or a biotechnology company in town. As part of the CityLab Academy, they earn 12 college credits. Many students also use this as a stepping stone to further their education.

Recruitment for the fall class is currently underway. Requirements include a high school diploma or a GED, an interest in math and science and a desire to learn.
